Owen has in-depth understanding of legislation, policy, regulation and guidance. His project responsibilities are varied, comprising international and national consultancy in a range of market sectors including renewables, rail, linear energy schemes, docklands, and property; in onshore and offshore, urban, ‘brownfield’ and ‘greenfield’ contexts; and of large scale, multidisciplinary and multi-stage complexity.

Owen has carried out several assessments for nationally significant infrastructure projects (NSIPs), involving written and relevant representation to the Planning Inspectorate, responding to examining authorities’ questions, preparation of statements of common ground with stakeholders, and presentation of evidence at formal hearings.

Environmental impact assessment (EIA) concentrates on both physical and setting effects on the historic environment. This includes screening/scoping, the collation, analysis and presentation of archive data and field assessments in order to provide recommendations for the mitigation of identified effects. Heritage statements are required primarily in urban planning, where Owen typically assesses the significance of built heritage to sensitively guide developments’ master planning. Mitigation strategies, designed in agreement with local and national regulatory organisations, are managed through liaison with clients and coordination of multidisciplinary subcontractors.
